Some update:
The machine is located in a private network and not internet connection.
And the network administrator just ask for why there is unknown traffic try to access the internet.....
I do the following and it work normally now.
backup glassfishv3/glassfish/modules/console-updatecenter-plugin.jar ;
restart the server.
