Well, 3.0.1 release is of FCS quality so it should by definition be more
stable than promoted 3.1 build although I think that your issue may be
related to particular upgrade path and would not have happened if you
simply installed fresh installation of 3.1 build 13. So, if you require
particular bug fix or feature from 3.1, you should still be able to
download the distribution file from that build and install it.

My assumption based on installed package list is that you started with
3.0.1 release and then switched update source to dev.glassfish.org in
order to update to 3.1 promoted build 13, is that correct? Since upgrade
preserves the content of several Felix configuration files, it is
possible that you run into an incompatibility between the configuration
file which was shipped in 3.0.1 and updated Felix runtime shipped in
3.1. Do you by any chance still have that upgraded installation? If you
do, could you please list the content, including the file sizes, of
glassfish/osgi/felix/conf directory? I'll try to reproduce this myself
but it may be hard to recreate identical upgrade path if you applied
more than one set of updates so it would certainly help to compare with
your installation content.
