Can you describe how you're enabling mod_jk with 3.1?

Can you attach your domain.xml, httpd.conf, and worker.properties?

Does your apache/mod_jk configuration and application work with 3.0?

You shouldn't just run out of threads when you start the server.
Something is wrong with your configuration.
