Maybe the server went to an inconsistent state from previous failed attempts, try to restart server and see if things get better.
Also if you have a set of the steps which could be used to reproduce how the server went into the inconsistent state, we will look into it (to make sure server did not get left in a bad state after failed deployments). Thanks.
