Yikes, I never thought of this, but yes, the section that Sahoo quotes would indicate that.
Obviously in practical terms--such as the kind that Dan spells out in the rest of this thread--you can make it vendor-neutral, but strictly speaking I can't see how you'd read the spec any differently.
