see http://netbeans.org/bugzilla/show_bug.cgi?id=187745

to get results file bug reports -- i also explained in mailing list post the
issue and how to
get things to work -- perhaps prompted by your initial post.

i found a way to use jax-rpc with netbeans 6.9 -- read my bug report.
it has been fixed; but only curretly avail in nb dev build.

my bug reports explains how to use nb69 to do jax-rpc -- yes, its clumsy,
but can be done.

by convention jax-rpc project requires java1.4 EE project -- whats the
problem? how does that
cause a problem; EE5 uses jax-ws; and optionally jax-rs

yes the plugin was/is missing; i found it on the latest-dev build plugins --
it can be installed into
nb6.9;

today's bug report update says its been fixed -- i assume they will fix the
plugin issue also.
