I have not done such a configuration on the default-web.xml.
What i have done is on the domain.xml
<property name="send-error_1" value="path=404.html reason=Resource_not_found code=404"/>
And it works for stand alone instances, but not for cluster instances.
More over in the link you provided, it describes how to disable directory listing, not about error page fetch
Do you mean that both these options : setting in domain.xml & default web.xml; gives the same result ?
