I am still not sure if you guys do a undeploy/redeploy after making changes to JSP pages.
If so, can you make the changes directly to the JSP pages in the deployed directory? This way, you can test the changes by just refreshing the browser without doing a redeploy. This should cut the number of compilations to only those pages that have been changed.
