asadmin get-client-stubs ...etc. (as indicated in 819-3672 Developper's Guide, page 214)


says that it should generate WHETHER OR NOT you asked for them at deploy time:

"To retrieve the stubs and ties whether or not you requested their generation during deployment,
use the asadmin get-client-stubs command"
