Can you include the server.log and your web.xml file? we need to get the details about the parsing error. Which line in this xml file causes this error? Is there a message about what parsing error it is?
Since this error happens at the servlet init time, maybe you can reproduce the error with a simplified app (war) . If so, please also include the war.
Don't think you can omit struts-config.xml.
