I had the same problem and I have a workaround. I'm running windows vista SP2, English version, fully updated. I have my regional an language settings set to [b]Portuguese (Brazil)[/b] and that seems to be the problem.
I switched to [b]English (United States)[/b] and the installer worked. I'm trying to add this comment to the bug at the issue tracker, but I'm still waiting for my observer role to be approved.
