For anyone else who is interested it tunrs out this was because the .NET framework was not present on the test server
It seems that GlassFish gives no more than that error number to indicate the issue.
GlassFish had however created domain1Service.exe and domain1Service.xml having given this error code. Running the exe from the command line gave an error indicating the .NET framework was not available. It appears a specific build of the .NET Framework v2.0.50727 is required, but if you install 3.5 SP1 for example, this includes the earlier versions.
