Well I kept at it and I don't actually know what worked. I deleted the instance, created it again and immediately in did sync. I don't know how it had an instance that wouldn't start, the logging isn't very useful, no errors anywhere.
I am just evaluating, and now that it works I can proceed, but this bothered me, I don't know what really happened.
