Do you edit the *.xml after deployment?
If you have deployed the war file, then you may like to repackage
everything and deploy again.
If this still does not work, then as mentioned by Ron, there may be some
issues in security-constraints setting.
What are the security-constraints in this case and what is the
corresponding url you access?
