What it is REALLY telling you is that the admin port that is specified in the domain's domain.xml configuration file is in use.
The delete-domain code *assumes* that that port is in use by GF. It sounds like you have another process using the port. Try netstat.
Perhaps change the bug report to an RFE and add a "--force" option to get rid of that safeguard?
