Using servlet-based web services on GF3, methods annotated with @PostConstruct, execute every time for every request. This does not happen in GF 2.x where they execute only once.
The problem can be easily reproduced by adding an @PostConstruct annotated method to any of the Netbeans web services basic examples. So I don't think it has to do with any special web service configuration.
