I originally opened it up in netbeans which I believe is XML aware and it hasn't given me any errors on it. On the other hand in netbeans it doesn't seem to show me a location to put the taglib tags either, as when you go to the non xml view on the editor it doesn't list that section. Do you know offhand where in the file it is supposed to go, or do you have a different editor that you would recommend other than netbeans 6.8?
