Modifying HTTP Header Response for JPG MIME Type

I'd like to be able to change my HTTP Header Response for the JPG File
Type, right now it responds first with 200 meaning "File Received" and
anytime after that with "304" which means "Use Cache".

 

I'd like to change it so that my HTTP Header Response always responds
with 200 meaning "Don't request this again"
