Does http://127.0.0.1:8080/WebApplication4/faces/welcomeJSF.jsp work?

If so, it's a plain old networking/operating system issue, whereby it (Windows) isn't mapping localhost to the correct IP address. This seems to happen a lot with Vista because it maps localhost to the IPv6 version rather than the IPv4 version, and you have to fix your hosts file. Note that you must have [b]one[/b] mapping for localhost, to 127.0.0.1.
