Major thanks to Justin Lee for catching my parallel plea on IRC --

The problem was that through the gui I was able to delete the entry
for the
        <protocol name="http-listener-1">
            <http default-virtual-server="server"
max-connections="250" server-name="">
              <file-cache enabled="false" />
            </http>
          </protocol>
while still having the corresponding listener.

Apparently that's not a good thing :-)
