We had basically the same problem. When Glassfish starts up if its
datastore still has timers registered it will continue to use them to
launch events but we couldn't cancel them.

We ended up using simple timers, that would just run once and when they
ended our code knows to launch a new timer at the end of its "scheduled"
task.

Can you create a reproducible test case and file a bug? I can't imagine
how is it possible to get 0 timers and still timeout callbacks - it's the
same code that calculates which timer is which.
