I am getting this error when starting new installation of Glassfish and Netbeans:

java.io.FileNotFoundException: C:\JavaCAPS6\appserver\domains\domain1\config\dom
ain-registry (Access is denied)
Incorrect master password
CLI156 Could not start the domain domain1.
I am the administrator starting the server and all users have full access to 'domain1\config' directory. What gives?
