Sorry, you are right, the TLD file does not exist in the GlassFish v3
Preview release.
This is an oversight (it does exist in the latest nightly builds, though).
I've attached the TLD file for your reference.

Also, support for enabling JSP caching domain wide has been restored in
the latest nightly
builds of GlassFish v3, and will also become available with the next
promoted build (b49).
