If you're using the UI, then please make sure you've noticed the License Agreement popup. It happened once to me that I've been waiting like you for the installation, and the problem was the License Agreemen window didn't pop up (in my windows taksbar neither). Maybe you've missed it too :)
p.s. and remember about the -Xmx switch, hth
