A cluster configuration is a template for cluster instances, the actual values for the jms service like the host and the port are only present in the cluster instances.
The cluster config typically has tokens for jms host ($JMS_PROVIDER_PORT) and port that are resolved with the respective values on the instances. It would not be possible to support jms commands on a cluster configuration because it really does not indicate which physical jms hosts the user wants the jms commands to be executed against. It should be possible to execute it against a cluster rather than a cluster config.
