You are correct there was a bug in the max-age calculation. The code you proposed will solve the issue with seconds (so they can be greater than 1000 ). I have corrected the code available from the blog http://blogs.sun.com/cwebster/resource/ExpiresFilter.java , so this should be more accurate and better performing.
