I looked at those articles before, especially the server one which is what i really want to deploy. I placed the handlers.xml into the meta-inf/classes but still nothing. I chose to use axis 2 because the runtimes were already set up, im not to sure how to set up the metro runtimes in eclipse so that i can compile the web service with those.
