I followed the same steps as you,
Checked out (an hour ago) the V3 from trunk, built with jdk1.5. I dont see the problem, changing the monitoring setting to HIGH (both from GUI and CLI), changes are saved in the domain.xml and the refreshed page shows the correct value.
Can you try to do a fresh checkout, I heard there were some checkin's that went in y'day.
