Assuming it is the JDBC connection pool, the latter, AFAIK.

The settings are applied to each JVM that runs an instance on a physical machine
and inherits the instance's or cluster's configuration. Note that domain can
(and usually does) span multiple instances and multiple machines.

Do you see some other behavior?
