I don't understand your question, what are you trying to do?
You want to run a report at "Wed Dec 20 10:47:54 IST 2008"? Or you want to run a report against data that's dated between "Wed Dec 20 10:47:54 IST 2008" and "Wed Dec 20 12:47:54 IST 2008"?
The Timer service can help you with the former, but not the latter.
