The timer service in GlassFish V2 (or 9.1x for Sun AS version) is enabled when
the 1st EJB component is deployed on a new domain. You need to follow 9.1 docs
to setup timer service in the cluster.

The URL you tried above refers to GlassFish V3 configuration (where everything
is a little bit different).
