Did you run ant -f setup.xml from the glassfish install directory? Any
errors there?

Do you see *any* files under
C:\glassfish\glassfish\domains\domain1\config directory?

It is possible that the default GF domain configuration did not complete
succesfully during the installation if you don't have full JDK (and not
only JRE installation) available on the system.
