Dynamic reloading of a webapp's resources (available via the webapp's classloader) without a server restart or redeploy is not supported in SJSAS 9.x. This is something being worked on for the upcoming GlassFish V3 release.
In the meantime, follow the instructions at http://docs.sun.com/app/docs/doc/819-3673/beadz?l=en&a=view&q=reload to learn how to trigger a reload (which is implemented as a redeploy under the hoods) of a webapp in all current SJSAS and GlassFish releases.
