I believe what you are looking for is http://activemq.apache.org/how-do-i-embed-a-broker-inside-a-connection.html From what I gather you create your own Broker, which is really what the standalone ActiveMQ server does. Just creates the Broker(s) from what is inside the config file, instead of programatically the way you want to.
