The RMI-IIOP cross-vendor interoperability requirements only cover basic Remote EJB access. That allows code running within one vendor's product to acquire a Remote 2.x EJB Reference from another vendor's product using a CosNaming lookup. Any value-adds such as cluster-awareness, load-balancing, and dynamic failover are vendor-specific features that are not required to be supported for cross-vendor access.
