Many thanks to your reply, and you are right.
I downloaded the latest shoal jar (1.1) and checked it out.
There was no more "No RDV provider" error.
class NetworkManager 's three members were changed from static to non-static
private static PeerGroup netPeerGroup; ----> private PeerGroup netPeerGroup;
private static boolean started = false; ----> private boolean started = false;
private static boolean stopped = false; ----> private boolean stopped = false;
