I too re-installed and noticed that one of the installation pages asks whether you want your Admin Console's credentials cached in your local home directory.
I'm not really sure if I changed this, last time I installed, but this time I specified NO -- I want to login everytime. So far so good. I'm back to being prompted to access the Admin Console.
