Nope, no dependency on JSR 277. This will be a new set of requirements in the EJB 3.1 spec that detail how EJB components can be directly packaged within WEB-INF/classes (and possibly WEB-INF/lib) without the need of a separate ejb-jar.
EJB 3.1 will be part of Java EE 6. This particular feature doesn't depend on any particular JDK release, but the overall Java EE 6 platform dependency will require Java SE 6 or later.
