I did some looking around and I came accross alternate document stores, and I modified my sun-web.xml to the following.
<sun-web-app>
<security-role-mapping>
<role-name>users</role-name>
<group-name>users</group-name>
</security-role-mapping>
<security-role-mapping>
<role-name>admin</role-name>
<group-name>admin</group-name>
</security-role-mapping>
<security-role-mapping>
<role-name>customer</role-name>
<group-name>customer</group-name>
</security-role-mapping>
<security-role-mapping>
<group-name>sales</group-name>
<role-name>sales</role-name>
</security-role-mapping>
<security-role-mapping>
<group-name>inhouse</group-name>
<role-name>inhouse</role-name>
</security-role-mapping>
<property name="alternatedocroot_1" value="from=/orderstore/* dir=C:/stryker_cci/orderstore"/>
</sun-web-app>
However, it still 404 errors on anything in that directory.
