The truth of the matter is that you simply have to test it out, in both scenarios, using your hardware.
Of course, you also need to consider how much of your total performance and user experience is dominated (or not) by static or dynamic content.
I would be quite surprised if you notice enough of a difference to actually justify a native web tier.
