Hi:
Kindly confirm that you are setting up Apache on Linux 2.1, if not then this is not a step that is required to be done.
In any case it seems that this Step 5 has been carried over from older documentation and may not be relevant to the newer Apache source.
Can you try building apache without Step 5 (although part c of step 5 may be required)?
