Hi,
As far as I know, you can use the asadmin tool. It can be used either interactively (start asadmin and type in the command you need) or directly on the command line.
This makes it pretty easy to automate the creation of resources with the use of a simple batch file with all the possibilities (and restrictions) of the OS the server is installed on.
