There is an issue filed for this
https://glassfish.dev.java.net/issues/show_bug.cgi?id=3539 and occurs in
case-sensitive file systems.
Currently a fix is not available. However a [slightly roundabout] workaround is
to remove/rename one of the LICENSE files in the RAR before deploying the
archive or as the bug submitter says
"The workaround is to deploy to a case-sensitive filesystem (USB-Stick!), remove
the file LICENSE and then copy the domain back to the local drive (which is odd
and not worth being called workaround)."
