You do, but unfortunately the spec doesn't enforce it. All I could find was this:

9.1.28 OrderBy Annotation
The OrderBy annotation specifies the ordering of the elements of a collection valued association at the point when the association is retrieved.[/i]
Because TopLink doesn't always retrieve your collection, you loose even that point of reordering.
