I figured out the problem which cost me much time.

When I ran admin-server/bin/stopserv it didn't kill the
tcp 0 0 *:80 *:* LISTEN 7031/webservd-wdog process.

I manually killed it and restarted and it appears to work fine so far, well at least that is one hurdle overcome.
