Do you mean you need to deploy the same application repeatedly, making changes between each deployment? (As opposed to deploying basically the same application more than once to the same app server to different context paths?)
It may depend on exactly what parts of the web app you change and how you are deploying the app. You might find using directory deployment to be faster because that saves the server some work. Please read this part of the deployment documentation
