Why are you creating two node-agents in the same host.
You can have multiple instances created in the same node-agent.
If you have multiple instances in the same node-agent, then you can use --startinstances option in "asadmin start-node-agent... " command.
BTW: --startinstances option defaults to true so by default start-node-agent command should also start the instances.
