I don't know if this helps.
You can look into adding a derby.properties file.
See:
http://db.apache.org/derby/docs/dev/adminguide/
asadmin tool invokes NetworkServerControl which reads properties from derby.properties.
Another alternative is add the JVM options in:
<install-dir>/javadb/frameworks/NetworkServer/bin/startNetworkServer script.
and start java DB using startNetworkServer script.
