Hi Jack,
Thanks for providing your system configuration and let us aware of the
performance issue.
There is an issue in update center that may be related to this.

Can you try one more thing ? Reinstall build 28 again, and then try
to bring up updatetool. This can be done by doing
glassfishv3_prelude/bin/updatetool You may need to run the command 2
times as instructed to start the tool.
Please let us know how long it takes you to bring this tool up.
Also, after the console starts up, do you notice slowness when
navigating to any other pages besides the update tool pages ?
