No...Not a plugin issue: the file is locked by the App server.
In order to unlock this file, I think you need to undeploy the web app
from the server.
To do that, explore the server node in the server views. Select the
correct module to undeploy and popup meny "Remove" that will undeploy
this web app... I think it should work.
Clean of a web app does not undeploy it and this is the current Eclipse
behaviour.
